Judge Jasmin Lilly-Spells has served the people of Clark County District Court, Department 23, since taking the bench in January 2021. Nevada voters first elected Judge Lilly-Spells in November 2020, following more than a decade of courtroom experience representing everyday families across the Eighth Judicial District. Today, Judge Jasmin Lilly-Spells brings that same commitment to fairness, careful listening, and equal access to justice to every case that comes before her.

A Judge Shaped by Years in the Courtroom

Before joining the bench, Jasmin Lilly-Spells spent more than ten years with the Clark County Public Defender’s Office, where she was named chief deputy public defender and handled thousands of cases from arraignment through trial. That experience gave her a firsthand understanding of how the justice system affects real people — a perspective she carries into every ruling as judge of Clark County District Court Department 23.

Judge Lilly-Spells earned her Bachelor of Arts in Criminology, Law, and Society from the University of California, Irvine, and her Juris Doctor from the William S. Boyd School of Law at the University of Nevada, Las Vegas. Her legal background also includes service as a mediator at the Neighborhood Justice Center, a parking arbitrator, and pro bono work through Nevada Legal Services.

Judge Jasmin Lilly-Spells: Rooted in the Clark County Community

Outside the courtroom, Judge Jasmin Lilly-Spells has spent years investing directly in Clark County’s kids and families. She has served as a Court Appointed Special Advocate (CASA) for abused and neglected children, mentored middle school girls, and organized reading programs at at-risk schools throughout the Las Vegas Valley. A proud mother of four, she is deeply committed to the community where she’s raising her own family.

As the presiding judge of Clark County District Court Department 23 in Nevada, Judge Lilly-Spells hears both criminal and civil matters, serves on the judicial education committee, and previously presided over the District Court Veterans Treatment Court. Attorneys and litigants who appear before her can expect a courtroom built on preparation, respect, and balanced rulings — the same standards she held herself to as a trial attorney for more than a decade before joining the bench.
